The photo shows an aerial view of the harbor and docks in the foreground and the Lake Erie shoreline in the background. Two freighters are moored to a dock at the far left. Aggregate piles are visible along the center dock. Dredges, barges, and cranes from the Dunbar & Sullivan Dredging Company are at work at the dock on the far right. Handwritten black ink text along the lower edge of the photo reads "Pinney Dock Co., Ashtabula, Ohio, 1973," and "Phase III."
