Gentlemen dressed in suits and neckties, are seated around a large table listening to Mr. Storrs, at the head of the table. A large crowd of on-lookers are gathered behind the men. Handwritten on the verso, "Hearing before Detroit Common Council - c. 1947; When trying to get the corner of Woodward & Kirby as site for New Detroit Historical Museum.
