The partial, blurry image of a worker can be seen on the lower level to the far left behind a roller. Pipes are stacked on the floor behind several wooden spools. To the right of the spools is a tool cart with "Vulcan" stencilled on its back. In the background along the wall more blurry images of workers are seen. Equipment and materials line the floor. A black box with white text in the lower left corner reads "NO. 11 C.P. LINE DATE: 4-10-75 CONSTRUCTION PROGRESS".
