Beyond the tanks, a partially-constructed control room, built cinder block, can be seen. Two metal drums stand in front of the control room. On the left, wooden frames and other various materials are piled on the floor. A black box with white text in the lower left corner reads "NO. 11 C.P. LINE DATE: 12-19-74 CONSTRUCTION PROGRESS".
