The float says "Serving Youth" on its front and includes a portion of Captain Jolly's Popeye and Pals set including a wall telephone and a barrel. David stands in front of the barrel and looks toward the crowd to his right. In the background the crowd lines the sidewalk along the street and stands in front of Whetzel Insurance Services and J.R.
