The seven workers are using a manual winch with rope to pull an electrical cable through an underground conduit. The manhole appears to be located near the center of a wide street (possibly Fort Street) that has brick pavement and streetcar tracks. The workers are all dressed in overalls or other work attire and are wearing hats. Several 1-story and 2-story buildings can be seen in the background although none of the business names or addresses are readable. Handwritten text on the verso shows "Laying of first electric lighting conduits."
