The man on the far left might be James Moffat who was the general manager of the Automobile Club of Michigan. The man second from left is William G. Milliken who was the Governor of Michigan. The two men at the far right side of the photo are probably city or county officials, but their names are not known. A tank or armored vehicle and a young man can be seen in the left background area of the photo.
