A piece of paper printed with "staff" pokes out of Tappes' coat pocket. To his right Louise C. Tappes, in a formal dress leans toward another woman seated in front of her. On the other side of Tappes, a man wearing a suit and tie are seated. A floral arrangement and food are on the table. Behind them a large mostly obscured banner is hung. The words "fair practice, civil rights, and legislative... conference... the issues of," are discernible along with the date 1971. "File no. 71-6-25-E-34, Galloway News and Photo Service," of Springfield Illinois is printed on the verso.
