The tugboat is tied up at the dock at the Detroit Edison Delray electric power plant while a crane loads a cable reel onto the deck. One group of workers can be seen on the dock and another group is on the tugboat deck. The work crews are assisting in the construction of aerial power lines across the Detroit River which will form an interconnection between the Delray electric power plant in Detroit and the Ontario Hydro J. C. Keith Generating Station in Windsor, Ontario. The Ambassador Bridge and downtown Detroit buildings are visible in the background.
