The tugboat is tied up at the dock at the Detroit Edison Delray electric power plant so that a crane could load a cable reel onto the deck. Spectators and workers can be seen on the dock and a group of workers is also on the tugboat deck. The work crews are assisting in the construction of aerial power lines across the Detroit River which will form an interconnection between the Delray electric power plant in Detroit and the Ontario Hydro J. C. Keith Generating Station in Windsor, Ontario. The Delray electric power plant complex is visible in the background.
