The tugboat is tied up at the dock at the Detroit Edison Delray electric power plant. Spectators and workers can be seen on the dock and on the tugboat deck. The work crews are assisting in the construction of aerial power lines across the Detroit River which will form an interconnection between the Delray electric power plant in Detroit and the Ontario Hydro J. C. Keith Generating Station in Windsor, Ontario. A movie film camera on a tripod can be seen in the lower right corner area of the photo.
