Several workmen are observing the work as the reel is lowered toward its holder. The tugboat and its crew are assisting in the construction of aerial power lines across the Detroit River which will form an interconnection between the Delray electric power plant in Detroit and the Ontario Hydro J. C. Keith Generating Station in Windsor, Ontario. The Canadian shoreline is visible in the background.
