The aerial power lines formed an interconnection between the Delray electric power plant in Detroit and the Ontario Hydro J. C. Keith Generating Station in Windsor, Ontario. A button on his left shirt pocket shows the number, "850," and "The Detroit Edison Company, Holder of Temporary Permit" which may indicate that he is a contractor rather than a direct employee of Detroit Edison. He is probably standing on the roof of the power plant building.
