He is wearing a button on his lapel that shows "The Detroit Edison Company, 845, Holder of Company Permit." Possibly, he was an outside contractor who was hired to perform work in the plant, but was not a regular employee of Detroit Edison. The number, "74550-450," is handwritten on the verso.
