Photograph. Black and white photo of two workmen who are standing on top of a concrete foundation. The view shows a large excavated area in which a rectangular-shaped, reinforced concrete foundation is being constructed. A portion of a construction crane can be seen in the lower foreground. A typewritten note on the verso shows "Coal car dumping facility under construction at Superior, Wisconsin, coal transshipment facility. Directly below the car dumper will be two coal hoppers to receive the coal from trains. Belt conveyors will then transport the coal to waiting ships for the final leg of the journey to Michigan.
