The booklet argues in favor of Moody's proposed amendment to the Mutual Security Act of 1951 which would "direct the Mutual Security Administrator, to the maximum extent practicable within the policies and purposes of the Mutual Security Act of 1951, to set aside $150,000,000 of counterpart funds to "establish revolving funds in the respective countries, which shall be available for making loans and otherwise carrying out programs in futherance of the objectives of section 516 of the Mutual Security Act of 1951."
