One "Certificate of Efficiency to Lifeboat Man" issued by the United States Department of Commerce. The certificate (Serial Number B108553, Book Number 189053) is printed in black text on a light green background that includes an engraved design. An engraved drawing of a lifeboat and crew is shown near the top of the certificate and a decorative engraved border is shown along the edges. The certificate was issued at the Port of Milwaukee to Morgan Llewellyn Howell and is dated June 22, 1937. A black and white photograph is shown in the lower left corner along with an embossed seal. A thumbprint is shown on the verso.
