U-Matic S tape containing footage of the Whitney and of a residential neighborhood, recorded over the initial part of a compilation of local television news coverage from 1989. The remaining news stories concern Tom Barrow's effort to call for a recount in the 1989 mayoral election, the continuing investigation of the secret police fund, complaints concerning wheelchair accessibility on city buses, and census results.

The majority of the tape is dedicated to a long series of shots showing different areas inside the Whitney, followed by several exterior shots.

Several shots follow consisting of pans along rows of brick Tudor-style houses in an unidentified neighborhood with wide streets--possibly Morningside.

After the neighborhood footage ends, the tail end of a previous recording from WJBK concerning the Federal Bureau of Investigation's probe into misuse of the Detroit Police Department's undercover drug sting fund. It is followed by a WDIV report from anchors Rich Mayk and Carmen Harlan about mayoral candidate Tom Barrow's call for a recount following the 1989 election.

The next segment is announced by the title card, "Detroit Police Probe News Coverage, Wednesday November 22, 1989, Channels 4, 7." First WXYZ anchor Robbie Timmons presents the story about Barrow's recount effort, then about Deputy Chief Kenneth Weiner's role in the FBI probe. Rich FIsher follows with a story about the city's population decline. The in a segment from WDIV, anchor Margie Reedy introduces a story from reporter Art Humphrey about lawsuit filed by members of Detroit's handicapped community about a lack of wheelchair lifts on Detroit Department of Transportation buses. Plaintiffs Lewis McCant and Leslie Miettinen-McGilton are both interviewed and shown visiting the state Supreme Court, and their attorney Justin Ravitz is also shown reading a statement. After a cut, Reedy presents a story about Detroit's population decline, and drop to the nation's seventh largest city.

Another title card then appears; this one reads, "Detroit Police Probe News Coverage, Thursday November 23, 1989, Friday November 24, 1989, Channel 2." After the Eyewitness News at Noon introduction sequence, anchors Bruce Kirk and Sherry Margolis present a report from Scott Lewis about the police probe. The story features footage of a City Council meeting, Chief William Hart, and Detroit Auditor General Roger Short. Reporter Joe Glover then covers newly uncovered past allegations against Kenneth Weiner.

The final segment on the tape is introduced with the title card, "Detroit Police Probe News Coverage, Barrow, Saturday November 25, 1989, Channel 4." Anchor Ruth Spencer covers Tom Barrow's call for a recount, and Barrow is shown speaking to supporters.

The video is on a 3M UCA 30s U-Matic S tape with a handwritten 3M label on its top. The tape is housed within a latching black plastic case with a label on its cover.
