U-Matic tape containing two public service announcement from the Detroit Water and Sewerage Department featuring Jim Heath, concerning the prevention and reporting of frozen pipes in the winter. He recommends leaving a faucet running, and wrapping towels around pipes. He also provides the emergency number to report broken water mains.

The video is on a UCA-30 U-Matic tape with a typewritten Department of Public Information Video Production label. The tape is housed within a black plastic latching clamshell case with a handwritten Scotch label on the spine.
