U-Matic S tape containing footage of Mayor Coleman A. Young and other dignitaries taking part in the groundbreaking ceremony for the People Mover, behind Cobo Hall, on October 31, 1983. After the ceremony Young answers a series of questions from reporters on other matters. The very beginning of the recording is silent. The recording is continued from tape 2015.008.263, and is continued on tape 2015.008.265.

The video open with Mayor Coleman A. Young, Senator Carl Levin, Diane Edgecomb of the Central Business District Association, and other dignitaries preforming the groundbreaking, then posing for photographs.

Young is fields questions from a group of reporters. In response to their questions, Young discusses the Vista scandal, Devil's Night, concerns about Halloween candy tampering, Young's hopes for a subway system, his recent trip to Japan and a trade imbalance between that country and the United States, his support for Walter Mondale over Jesse Jackson in the presidential primary, and a union contract issue. The interviews are continued on tape 2015.008.265.

The video is on a 10-minute U-Matic S tape with a handwritten City of Detroit Department of Public Information Video Productions label on its top. The tape is housed in a black plastic latching case with a handwritten 3M label on its spine.
