The pipe is visible in the foreground and a derrick barge can be seen in the background. The pipe laying work was being done as part of the construction of a new water supply intake for the City of Toledo which included 11,500 feet of 108-inch diameter concrete pipe and an intake crib structure in Maumee Bay. Black printed text in the lower right corner of the photo shows "Lake Erie Water Supply, Toledo, Ohio, Lowering Section Intake Pipe, Merritt-Chapman & Scott Corp., New York City, Engineers and Contractors, 1940."
