The two passengers on the boat are probably company or municipal officials who are observing the raising of aerial power lines that are to be placed across the river between the Delray power plant and the Ontario Hydro J. C. Keith Generating Station in Windsor. A tugboat, perhaps the Jesse James of the Pringle Tug Line, pulling the Maida is visible in the center and left background areas of the photo as well as the industrial buildings of the Great Lakes Steel Corporation. The Detroit Edison Delray electric power plant and a coal freighter are visible in the right background.
