A large group of Michigan Bell Telephone Company engineers and workmen (wearing hardhats) are standing on the treed shoreline in the foreground. A small runabout with two workmen and a diver can be seen at the far right side of the photo. Two signs mark the location of an existing submarine cable. Several parked vehicles, onlookers, and a house can be seen in the far background.
